There is a rule, that no one under 13 should be allowed. The forum contains some mature things (well it doesn`t actually) and swearing and you might get spoiled and your parents will report the site and Diablo will loose money and we`ll all die...

Under the COPPA (Children's Online Privacy Protection Act) act, Yes, You are meant to be over 13, On some forums you will see this mentioned in the terms and conditions, or you have to put your age in as soon as you register, but its not on every forum though, isnt on this one, so hes done nothing wrong :)
