Those are called toons on photoshop forums etc.

You should check others to see how you can improve or use more advanced tools/techniques.

One trick is to hide the official icons and replace them with shortcuts to the same location, as you can easily change icons for shortcuts. If you wish, there are tweaks out there to get rid of the overlaid arrow on the icon that tells you it's a shortcut.

No real way of resizing so I took a screenshot zoomed it out and took screenshot of that screenshot. Ingenuity in action.

Found this cool wallpaper earlier. Gave it a little try and organised some shortcuts on it. I don't plan on keeping it long, though. Had to use ImageShack to host it because PhotoBucket is down for maintenance apparently.

I've only seen a black and white one but I guess it wouldn't be too difficult to Photoshop some colour into it.
