for borders i use the straight line lasso tool.

 

lasso the inner line of my border. then invert selection and fill with black or white usually.

Stroke is so much easier! Hit Ctrl-A, then Edit>Stoke then set it to the number of pixels you want, chose the colour and hit OK. Perfect job.

Sometimes slightly limited though, not too many options. Hence layer styles ;)
