I'm going to go with textures as well. Update your graphics card driver and try again.

I had this bug when i used older .exe on dlc 2 version of the game (to swap cars with HEX method)

Are you playing online or offline? And are you running the game unpacked or packed? If it is offline and/or unpacked, you might have older files in your tdu2-folder (e. g. gamepc.cpr or even testdrive2.exe). I saw this too in the past, when i used the old v097-exe for doing some stuff. After copying back the latest version of the exe theses stripes where gone.

use newest one, or anyone from dlc2 and you won't have that problem

Thats right, you play TDU2 DLC2 with a older *.exe. Try the last *.exe. ;)
