How did you make the rims bigger and/or tire side wall smaller? In TDUPE or in the database files?

you can set it up in the database, although i think in this case it is just the unaccurate model

Depends on the car slot, sometimes you get nice results and sometimes you get awful ones, I fiddle around tdupe for the rim size sometimes. Here are some random shots:
