Use an image upload site like tinypic.com and have it do the resize for you. Or alternatively post your image in The Bin asking for someone to resize it for you if possible.

 

The easiest way though would be to get yourself Paint.net or GIMP and use these to do it yourself. :)

I got photoshop but i can resize but I thnk the image size is to big?

Make sure you resize and then Save for Web at about 70 quality and you'll be under the 350Kb marker by a long way without losing any quality.
