You'll have to find/make a thread so you can detail your mods to achieve that look

Well, actually there's almost no mods other than ENB and 4 addons (FTX global for ground, A2A 172, HDE v2 clouds OPUS wx engine) and a little bit of PS, that noise you can see there and a little bit of lens blur.
