Whoever built the Spot Healing tool in Photoshop is. You just use it to paint over what you want removed and job done

Even easier way would be to overlay the pictures so that the new one always hides the old crosshair underneath? :hmmm:

Content aware tool? I would've done it, but it would be obvious to me where it's been used, so I'd end up manually removing them, which would take much longer. :cry:
